PLASTIC KANTOG GUIDELINES IN BANDUNG



Abstract:
   This study aims to see how the process of implementing public policy governs the reduction in the use of plastic bags in the city of Bandung by seeing in terms of guidance and supervision carried out by DLHK as one of the policy implementers. The basic reference policy in this study is Regional Regulation No. 17 of 2012 concerning Reducing the Use of Plastic Bags in the City of Bandung. In addition, this research is seen from the theory of "What 's happening and why" according to Ripley and Franklin (1986) as supporting and complementary in this study. This research is a qualitative research method with the design of case study research in the Office of Environment and Cleanliness of the City of Bandung. The author uses data collection techniques through observation, interviews, and study of documents found in the field. Data analysis was carried out descriptively to obtain an in-depth description of the object of research. To check the validity of the data is done by triangulation of data collection. The author interviewed the relevant stakeholders, namely, the Office of Environment and Hygiene of the City of Bandung and the policy target groups and various elements of society related to this policy. The results of this study indicate that there are programs that have been quite well implemented by DLHK in the form of socialization. On the other hand there is still no conformity in the process of implementing government policies that regulate the reduction in the use of plastic bags in Bandung both in terms of guidance and supervision carried out by DLHK. The discrepancy was influenced by the lack of understanding of the actors as the implementers of the policy program, the policy rules were too complex and the SKPD team lacked consistency in implementing policies to reduce the use of plastic bags. Supposedly, Regional Regulation No. 17 of 2012 concerning reducing the use of plastic bags is a reference in the implementation of this policy and the rules stipulated in the regulation should be more specific and not too complex.
